ေျမာက္ပိုင္းေက်ာင္းသားတပ္မေတာ္တြင္ ဖမ္းဆီးခံရေသာ သူလွ်ိဳမ်ားႏွင့္ပတ္သက္ျပီးေက်ာင္း သားတပ္မေတာ္ ဥကၠဌ၏ သတင္းစာရွင္းလင္းပြဲ (ေဒါက္တာႏိုင္ေအာင္)

ကခ်င္ျပည္နယ္ကို တလသြားေရာက္သြားခဲ့ျပီးေနာက္ စစ္အာဏာရွင္အစိုးရ၏ရက္စက္မွဳကို ယခင္က ထက္ပိုျပီး ခါးသီးမုန္းတီးမိပါသည္။ ေျမာက္ပိုင္းတြင္ဖမ္းဆီးခံရသူတို ့၏ ထြက္ဆိုခ်က္မ်ား သက္ေသခံ ပစၥည္းမ်ားကို ဖတ္ရွဳခဲ့ရပါသည္။

အထူးသျဖင့္ နအဖ၏ အဓိက ဖိႏွိပ္ေရးယႏၱရားတခုျဖစ္ေသာအမ်ိဳးသားေထာက္လွမ္းေရးဗ်ဴရိုတြင္အဓိက တာ၀န္ရွိပါသည္။  အတိုက္အခံအဖြဲ ့မ်ားအၾကားသပ္လွ်ိဳရန္၊အထင္အျမင္မွားေစရန္အတြက္ စနစ္တက် စီမံထားေသာအစီအမံမ်ားစီမံထားျပီးျဖစ္သည္။ နအဖသည္သတင္းေပးမ်ား ေထာက္လွမ္းေရးမ်ားကို ရည္ရြယ္ခ်က္မ်ိဳး စံုျဖင့္ အသံုးခ်ခဲ့သည္။

ေက်ာင္းသားတပ္မေတာ္သည္အဓိကပစ္မွတ္တခုျဖစ္လာခဲ့သည္။ သူလွ်ိဳမ်ားကို ေရလိွဳင္း(water wave) စီမံကိန္းဟုအမည္ရေသာစစ္ဆင္ေရး ျဖင့္ေစလႊတ္ခဲ့ျခင္းျဖစ္သည္။ရည္ရြယ္ခ်က္မွာ

-အဖြဲ ့အတြင္း တည္ျငိမ္မွဳပ်က္ျပားေစရန္

-ေထာက္ပံ့သည့္အုပ္စုႏွင့္ မဟာမိတ္အဖြဲ ့မ်ားအၾကား နားလည္မွဳလြဲမွားေစရန္

-စိတ္ဓာတ္က်ျပီး လက္နက္ခ်လာေစရန္

-အတိုက္အခံေခါင္းေဆာင္မ်ားကိုသုတ္သင္ရန္ ျဖစ္သည္။

အျပီးသတ္ေဆာင္ရြက္ ရမည့္ေန ့မွာအမ်ိဳးသားညီလာခံက်င္းပေနမည့္  ၁၉၉၂ ႏွစ္ကုန္ပိုင္းတြင္ျဖစ္သည္။  တခ်ိဳ ့အဖြဲ ့ မ်ားက အမ်ိဳးသားညီလာခံမတိုင္မွီ လက္နက္ခ်ရန္ႏွင့္ က်န္ရွိေသာ အဖြဲ ့မ်ားက အမ်ိဳးသား ညီလာခံအျပီး အေထြေထြလြတ္ျငိမ္းခ်မ္းသာခြင့္ ေပးသည့္အခ်ိန္တြင္ လက္နက္ခ်ရန္ျဖစ္သည္။

(သူလွ်ိဳအုပ္စု၏ေခါင္းေဆာင္မ်ားသည္ အမ်ိဳးသားညီလာခံကို ၁၉၉၂ ႏွစ္ကုန္ပိုင္းတြင္ က်င္းပမည္ကို သိရွိၾကျပီးျဖစ္သည္။ ) အေထြေထြလြတ္ျငိမ္းခ်မး္သာခြင့္ျပီးေနာက္က်န္ရွိေသာ အဖြဲ ့မွာ စစ္တပ္၏ ေခ် မွဳန္းျခင္းကိုခံၾကရမည္ျဖစ္သည္။

သူလွ်ိဳ ၁၅ ဦးကို သုတ္သင္ခဲ့မွဳအေပၚလုပ္ပိုင္ခြင့္ ႏွင့္ ပတ္သက္ျပီးထပ္မံအျငင္းမပြားလိုေတာ့ပါ။ ဆံုးျဖတ္ ခ်ခဲ့သည့္ျဖစ္စဥ္တြင္ ဗဟိုေကာ္မတီအေနျဖင့္မပါ၀င္ခဲ့ေသာ္လည္း ဗဟိုေကာ္မတီ၏ကိုယ္စား က်ေနာ့္တြင္တာ၀န္ရွိပါသည္။ က်ေနာ္တို ့အေနျဖင့္က်န္ရွိသည့္ သူလွ်ိဳမ်ားႏွင့္ပတ္သက္၍ အျပဳ သေဘာေဆာင္ျပီးေျဖရွင္းလိုေၾကာင္း ႏိုင္ငံတကာကိုရွင္းလင္းလိုပါသည္။

လက္တေလာ ABSDF(Nothern)၊(KIO) တို ့ႏွင့္က်ေနာ္ေဆြးေႏြးခဲ့ျပီးေအာက္ပါဆံုးျဖတ္ခ်က္မ်ားကိုခ်ခဲ့ပါ သည္။

၁။ ေအဘီအက္စ္ဒီအက္ဖ္သည္ က်န္ရွိသည့္ သူလွ်ိဳမ်ားကို ေသဒဏ္ေပးေတာ့မည္မဟုတ္

၂။သေဘာထားေျပာင္းလဲ၍ က်ေနာ္တို ့၏လွဳပ္ရွားမွဳတြင္ပါ၀င္လိုသူမ်ားကို အဖြဲ ့၀င္အျဖစ္လက္ခံမည္။

၃။ အဖြဲ ့၀င္အျဖစ္ က်ေနာ္တို ့မွလက္မခံေသာသူမ်ားကို ၄င္းတို ့၏လံုျခံဳေရးႏွင့္ အနာဂတ္အ တြက္ ႏိုင္ငံတ ကာအဖြဲ ့အစည္းမ်ားသို ့လႊဲေျပာင္းေပးသြားမည္။ ထို ့အတြက္  ႏိုင္ငံတကာအဖြဲ ့အစည္းမ်ားႏွင့္ ဒီမို ကေရစီအစိုးမ်ားအေနျဖင့္ ျမန္မာျပည္ဒီမိုကေရစီအေျပာင္းအလဲမ်ားျဖစ္ခ်ိန္ထိလက္ခံထားရန္ ေမတၱာရပ္ ခံပါသည္။

အကယ္၍ ျမန္မာျပည္ျပင္ပတြင္ ထိုသူလွ်ိဳမ်ားကို လက္ခံထားႏိုင္ရန္အေနအထားမရွိပါက တႏွစ္ထိန္း သိ္မ္းျပီးေနာက္ ၄င္းတို ့၏မိဘ(သို ့မဟုတ္)ေဆြမ်ိဳးသားခ်င္းတို ့၏အာမခံခ်က္ျဖင့္ျပန္ လႊတ္ေပးမည္ျဖစ္ သည္။
 

 သူလွ်ိဳမ်ားကို ရန္သူအျဖစ္သတ္မွတ္ဆက္ဆံရန္ သေဘာထားရွိေသာ္လည္း ၄င္း တို ့သည္ စစ္အာဏာ ရွင္စနစ္၏သားေကာင္မ်ားျဖစ္သည္ဟု ကြ်ႏ္ုပ္တို ့လက္ခံသည္။ ထို ့ေၾကာင့္ က်ေနာ္တုိ ့သည္ေရရွည္ အက်ိဳးစီးပြားႏွင့္ လူသားခ်င္းစာနာေထာက္ထားမွဳ ကိုေမွ်ာ္ရွဳပါသည္။ သူလွ်ိဳမ်ား၏ ထြက္ဆိုခ်က္မ်ားႏွင့္ အေသးစိတ္အခ်က္အလက္မ်ားကိုဆက္လက္ထုတ္ျပန္သြားမည္။ႏိုင္ငံတကာအဖြဲ ့အစည္းမ်ားႏွင့္ အစိုးရ မ်ားအေနျဖင့္ သူလွ်ိဳမ်ား၏အနာဂတ္ အေျခခ်ေနထိုင္ေရးအတြက္ နည္းလမ္း၀ိုင္း၀န္းရွာေဖြေပးၾကရန္ က်ေနာ္တို ့အေနျဖင့္ ေမတၱာရပ္ခံပါသည္။

Press Release by the Chairman of ABSDF

Concerning with the spies of those arrested in Northern ABSDF

After visiting to Kachin State for a month, I have suffered bitterness of brutality of dictatorial regime more than before. I read the sincerely statement and listen the testimony of those detained in Northern State.

Especially, National Intelligence Bureau of Burma, the main oppressed machinery of SLORC, is the main responsible for the turmoil and anarchist elements of 8888 uprising.

They have well concert planning to seek the confusing and disunity among the opposition

to get upper hand. They use the people as the informers and intelligence by inserting various means and pressure. The main target are prominent leaders and main opposition group.

___of their strategy, the ABSDF become main target to be infiltrated, those spies are send under operation named “Water wave”. Their section are:

-To create instability within the organizations.

-To control the higher posts.

-To make misunderstanding with the allied organizations and supporting group.

-To have depression to surrender, and

-To assassinate their strong opponents.

The deadline for the target is the end of 1992, which will be time convening the National Convention. Some groups have to surrender before National Convention and they push hard remaining group to surrender at General Amnesty which will be held in the aftermath of National convention.

(The spies group leaders have already known the fact that the National convention will be convene at the end1992.) The remaining group after amnesty will be crashed down by intensive military offensive.

I have no more dispute about the righteousness to execute 15 spies. However, I myself, on behalf of the central committee, have the responsibilities for that even though there was no participation by central committee on decision process. We would like to explain to international community that we must have more intention to solve the future of remaining arrested spies in constructive ways.

Recently, I have discussed with the northern committee of ABSDF and leaders from Kachin Independence Organization (KIO) and decided the following resolution.

1. ABSDF is not to give death penalty to those remaining spies.
2. Those who the attitude and stance toward our movement are to be accept as ordinary member.
3. For the spies whom cannot be accept by us will be transferred to the international organization for their safe and future. For that ABSDF has to appeal to the international organization and democratic governments to accept those spies until Burma has democratic change.
4. If there is no place nor condition to accept those spies outside Burma, they will be released after one year detainment with guarantee of their parents or relatives.
5. Even we have the attitude to behave them as enemies; we accept those person are victims of brutal dictatorial system. This is why we are looking forward for the long term benefits and humanitarian concepts. And we continue to elicit the detail documents and statement of the spies soon.
6. Therefore, we would like to appeal to the international organizations governments to find the way for the future of those spies and give us cooperation based on understanding toward us.
